An Ethernet cord would mean he is plugging from his computer directly to the router. If he wants to use wireless then you need to make sure your router is operating and then scan for networks on the computer.
Note: The router must be connected to the modem to get Internet.

There are wireless PCI cards, he could install in his e-machine, but the simplest thing is a USB wireless adapter.

You can buy a wireless adapter. Which is basically like the built in wireless drive, but through a usb.
Generally pretty easy to set up. comes with instructions(or website). Generally around 20-30 ish

You are correct that most desktops do not have a build in wireless card. However they do sell them. Purchase one, install it, and run the disk that comes with it and (assuming that you have a wireless router sending out a signal) the desktop should connect.
They come in two styles for desktops. One is a card that you have to open the desktop and install the card in out of the slots at the back of the PC. (Make sure you have an available slot before you purchase the card.) These will normally have an antenna on them on can get a better signal.
The other is a USB adapter. Simply plug it into a USB slot, run the disk, and off you go. It is also easier to make that adapter to a new PC or to a laptop in the future.

Besides wireless (I use a wireless PCI card on my desktop) and ethernet, one
could purchase a pair of powerline adapters. I can’t attest to the speed, but I run one for my TIVO and other lower speed devices and it works fine. It just needs 2 open power outlets (can’t be on a power strip) at the router and desktop end.
Perhaps it is an issue with wireless coverage? I would take a laptop and run a netstumbler program to asses the signal.
BTW, I would NOT use a USB adapter. Most wireless cards have a SMC or TPC removable attached antenna. With that, if you don’t get wireless coverage, you can attach an external antenna and find a place to install it. (Caveat, the cable does incude some loss)
A USB/Wireless or PCMCIA/wireless adapter is mighty handy to have around if you have lots of non wireless pcs around, on the other hand.
